New York State Legislative History Research: Memoranda

This guide is intended to help researchers locate print and online sources for New York State Legislative History Research.


There are two kinds of memoranda generally associated with New York State legislation.  The first is the sponsor's memoranda which is written by the sponsor of the legislation and included when the bill is introduced in the legislature.  The second is the governor's memoranda which is issued by the governor when the bill is signed.
