Libraries have different policies about allowing the public to access theses and dissertations.

Example: Rensselaer Libraries permit the public to view abstracts of dissertations and theses of Rensselaer Polytechnic Institute and to request access to PDF files of documents through interlibrary loan.  BLS faculty, students and staff can request material through BLS Library's interlibrary loan service.

Rensselaer Libraries' web page, "Theses and Dissertations," explains that searches in Google Books and in Google Scholar yield references to theses and dissertations mentioned in publications indexed by Google Books and Google Scholar.  A Google search will yield additional theses and dissertations.
