Memoranda

There are two types of memoranda generally associated with New York State legislation.  The first type is "sponsor's memoranda," written by the sponsor(s) of the legislation and included when the bill is introduced in the legislature.  The second type is "governor's memoranda," issued by the governor when a bill is signed.
