Tax Treaty Primer in Bloomberg Law:

Excerpt from Preface: "This Treaty Primer is designed to help tax practitioners understand the basics of international income tax treaties and how to apply them to a tax problem. The Treaty Primer introduces key treaty concepts, such as how a treaty modifies the income tax of a country in which income is earned, how treaties are interpreted, and what typical provisions of income tax treaties mean. The Treaty Primer also explains how tax treaties are developed and amended through protocols, describes types of tax treaties that are not income tax treaties, and provides insights into special situations. The Primer includes an article-by-article explanation of income tax treaty provisions that is based on the OECD model income tax treaty, the starting point for most bilateral treaties, and a key resource used by most countries in interpreting their bilateral income tax treaties. Where relevant, the Treaty Primer also explains how provisions of the United Nations model treaty and the U.S. model treaty differ from the OECD's model to deal with positions unique to their specific focuses. Finally, the Primer includes an article-by-article description of the OECD's Multilateral Instrument, which is rapidly implementing treaty changes developed in the OECD's “Base Erosion and Profit-Shifting” or “BEPS) initiative".
